Master Code Auditing Service (AMCAS)

The Master Code Auditing Service (AMCAS) is a subscriber-based service that Logistic Safety Solutions offers to anyone within the Australian and New Zealand supply chain partners.

AMCAS helps parties in the chain of responsibility to put in place safety management systems to support and monitor their compliance with the CoR laws, in accordance with the compliance principles and guidance set out in the Master Code for heavy vehicle safety. It is not limited to transport operators. AMCAS is specifically designed to assist others in the supply chain – including retailers, producers, suppliers, distribution centres and logistics businesses – monitor and verify the safety of their CoR transport activities.

AMCAS audited parties are able to access the AMCAS auditing system to capture transport-related risks. AMCAS connects audited parties with an appropriately qualified auditor who can:

·         audit the implementation of CoR safety management systems within their businesses,  in accordance with the compliance principles and guidance from the Master Code; and

·         identify any corrective actions that must be taken, consistent with the compliance principles and guidance in the Master Code.

Upon completion and attainment of 100% score, a certificate is issued to the AMCAS audited party confirming the results of their audit.  A certificate of completion and attainment will not be issued unless a score of 100% is achieved.

About the Master Code

The Master Code was developed in accordance with the Guidelines for industry codes of practice under section 705 of the Heavy Vehicle National Law (HVNL) and assessed as qualifying for registration by the National Heavy Vehicle Regulator (NHVR) under section 706 of the HVNL.

The content of the Master Code was informed by extensive consultation with industry through various public forums involving a wide range of industry participants.

This Master Code applies to all parties in the supply chain of a heavy vehicle, known as the Chain of Responsibility (CoR).

It provides practical guidance on how to manage risks associated with their transport activities, including the four core areas under the HVNL:

  • Speed compliance

  • Fatigue Management

  • Mass, dimension and loading

  • Vehicle standards

The Master Code was endorsed by the National Heavy Vehicle Regulator for registration on 23 November 2018, and was made publicly available on 29 November 2018.

Once we set you up in the system, you will be provided with access to the AMCAS online auditing system where you will enter into a commercial arrangement with an approved AMCAS audit provider to schedule your required audit(s).

 The auditor must provide you with a scope of work which should include (but not limited to):

1.    How long the audit will take

2.    What is involved in the audit

3.    What to expect when you are audited

4.    What you need to do in preparation of the audit (preparation should assist in reducing cost and time)

5.    When the audit will occur

6.    Where the audit will occur

7.    The price of the audit

8.    Additional costs incurred – the is an audit fee of $660 per audit which covers the cost of AMCAS administration and IT fees.  This must be displayed as a separate item on the auditor invoice

What is AMCAS?

 AMCAS is a Master Code auditing service, established by the Australian Logistics Council (ALC).  It was acquired on 1st March, 2023 by NTI, Australia’s leading specialist insurer, through its end-to-end compliance management subsidiary CoRsafe.

Why has NTI acquired AMCAS?

NTI aims to create a best practice framework that assists all parties within the Australian and New Zealand supply chains to improve their compliance outcomes whilst reducing the burden of managing their compliance obligations.  NTI’s acquisition of AMCAS will enable the development of this framework with input from a dedicated industry working group.

What changes will be made to AMCAS?

AMCAS have moved away from the annual subscription fee structure.  An audited party is no longer required to be a financial subscriber.  Any participant within the chain of responsibility has access to AMCAS audits.

In addition, NTI’s CoRsafe and the ALC have formed an industry working group, with the aim to develop a best practice framework to help parties within Australia and New Zealand manage their compliance obligations.  Any major changes to AMCAS that occur as an outcome of this working group will be formally communicated to ALC members, AMCAS subscribers and AMCAS auditors.

How much does AMCAS cost?

From March 2023, AMCAS subscription fees have been replaced with a $660 per audit administration fee. Your nominated auditor will include this fee on the invoice for your audit.

When your auditor provides you with your invoice, they are required to display the audit fee, AMCAS administration fee, and any applicable travel and accommodation fee.

Can I use the auditor I have used before?

It is a requirement of AMCAS that the same auditor can only be used for two consecutive audits.  Once this has occurred, an alternative auditor must be used.

Can I select my own auditor?

The list of approved AMCAS auditors is located on the audit application form, should you wish to understand further information, please contact us.

Alternatively, an auditor can be selected for you based on your criteria and locations.  Choosing an auditor in your own state will ensure you reduce costs associated with an audit, such as travel and accommodation.

All AMCAS auditors have been assessed and accepted against strict behavioural, competency, and industry experience requirements.

I am insured with NTI, will this impact my insurance?

AMCAS will be run under NTI’s subsidiary CoRsafe with appropriate controls in place to ensure integrity and privacy of customer data. NTI will not be using any data from AMCAS audits to make decisions about any insurance policies.

When will my certificate expire?

From March 2023, AMCAS certificates will display the date an AMCAS audit was completed.  All parties within the Chain of Responsibility should determine how frequently audits should be carried out based on the specific risk profile of their business. 

As a result of the CoRsafe acquisition of AMCAS, the ALC Safety Committee and the strategic working group will be formed.  The group will collate industry feedback, including insights on the impact of audit frequency on parties within the chain. These findings will be shared with AMCAS users in due course.
